About the project and the conference
This conference represents final activity of the project Enhanced transparency and efficiency of public administration in four areas: Information Directories, Public debates, Public procurements and Public private partnershipEnhanced transparency and efficiency of public administration in four areas: Information Directories, Public debates, Public procurements and Public private partnership, that organization Transparency – Serbia implemented in the past 18 months, with the support of EU Delegation in Serbia and the Office for Cooperation with Civil Society of the Government of the Republic of Serbia.
One of main preconditions for successful fight against corruption is transparent work of public sector. On the other hand, corruption in process of adopting regulations, with disposing of public assets and providing of public sector services to citizens and entrepreneurs has damaging effects to economic development of the society, citizens’ standard, rule of law and functioning of democratic institutions. Final goal of this project was to strengthen rule of law, through enhanced transparency of public sector’s work and quality of services provided to citizens. To reach this final goal, first one precondition must be met – that authority organs respect fully minimum of obligations determined by regulations.
Therefore, this project monitored level of respecting rules from Public Procurement Law, Law on Public-Private Partnership and Concessions, Law on Free Access to Information of Public Importance and Rules of Procedure of the Government of Serbia and Law on Public Administration (in regards to public debates).
Related to public debates, besides monitoring of implementation of regulations, Transparency Serbia organized trainings for CSOs and media interested in promotion of public debates in Serbia, but also participated in public debates and provided specific suggestions for improvement of anticorruption regulations (media regulations, Law on Protection of Whistleblowers, Changes of the Law on Financing of Political Activities and Law on State Servants etc.).
Transparency Serbia carefully monitored legality of implementation and appropriateness of twenty individual public procurements that influence great deal of citizens and formulated, on the basis of results, recommendations for changes of legal framework. Also, Transparency Serbia organized trainings for CSOs and media to the subject of public procurements.
As part of the project, Transparency Serbia organized two rounds of research on respecting the obligation of publishing Information Directories by authority organs(sample of 30 institutions). Special attention was dedicated to matter of respecting obligation from the Law on Free Access to Information of Public Importance to publish detailed information on services of authority organs, on budget and assets they dispose with.
In the area of public – private partnerships, being an area that carries huge risks of corruption, Transparency Serbia drafted an analysis of the cases and effects of public-private partnership contracts that were signed before the adoption of current Law (2011), monitored legality and effects of the procedures for signing contracts on public-private partnerships that were implemented since 2011 till today and organized two workshops on the matter of public-private partnerships.
Main findings of monitoring in these four areas, priorities of Serbia in fight against corruption and their significance for European integrations will be presented on the conference on 25th of May 2015. Representatives of all relevant institutions are invited to the conference, which will enable dialogue on research findings and future priorities.
