Da li je zaista bilo „kupovine glasova” na prošlim izborima
Transparentnost – Srbija smatra da informacije o kupovini glasova na proteklim izborima, koje se često pojavljuju, ne smeju ostati neistražene, jer bi u suprotnom ostalo poljuljano poverenje u demokratske institucije i u tajnost izbora. Nedavno objavljeni podaci iz istraživanja Programa za razvoj Ujedinjenih nacija za Srbiju[1] pokazuju da čak 18% punoletnih ispitanika tvrdi da im je „neko ponudio mito (npr. novac, poklon, uslugu, posao) kako bi glasali za određenu političku partiju na majskim izborima“. Prevedeno u brojke, to bi značilo da je ovom nedopuštenom uticaju bilo izloženo oko 1.000.000 birača.
Transparentnost – Srbija je i u ranijim prilikama podsećala na to da je „davanje i primanje mita u vezi sa glasanjem“ propisano kao krivično delo[2]. Međutim, i pored brojnih sumnji nema objavljenih podataka o postupcima i osudama. Na majskim izborima 2012, osim sumnji u podmićivanje birača, podneto je i nekoliko krivičnih prijava za ovo krivično delo (npr. Bor[3], Prokuplje[4]) a za jedan slučaj organizovanog glasanja za jednu partiju unapred podeljenim olovkama (Novi Sad[5]) prikazani su i video snimci.
Osim očiglednih opasnosti koje podmićivanje birača nosi za demokratiju u celini, ono je značajno i sa stanovišta finansiranja izborne kampanje. Naime, sredstva koja su iskorišćena u ovu namenu sasvim sigurno nisu navedena u partijskim izveštajima o finansiranju kampanje što znači da su morala doći ili od skrivenih donatora ili zloupotrebom javnih resursa. Zbog svega toga Transparentnost – Srbija smatra neophodnim da policija, javno tužilaštvo i Agencija za borbu protiv korupcije pozovu sve građane koji imaju konkretnih saznanja o pokušajima kupovine glasova i organizatorima ovakvih radnji da ih na odgovarajući način podele sa nadležnim organima i da tužilaštvo saopšti rezultate ispitivanja postojanja krivične odgovornosti u do sada prijavljenim slučajevima.
