Izveštaji o finansiranju izborne kampanje i pregovori o formiranju Vlade Srbije u kontekstu borbe protiv korupcije
Svi učesnici na izborima su najavljivali da će se buduća Skupština i Vlada aktivno boriti protiv korupcije. Prvi preduslov da ta borba da rezultate jeste da same političke stranke, kako one koje će činiti buduću vladajuću koaliciju, tako i one koje će kao opozicija kontrolisati vlast, ne budu pod neprimerenim uticajima svojih finansijera. Da bi se taj preduslov ostvario neophodno je da se javnost uveri da su svi izvori finansiranja kampanje za majske izbore prikazani u finansijskim izveštajima koje su učesnici na izborima dostavili Agenciji za borbu protiv korupcije, da je novac trošen u skladu sa Zakonom i da su prijavljeni svi troškovi nastali tokom kampanje. Agencija za borbu protiv korupcije na osnovu svojih ovlašćenja vrši kontrolu tačnosti i potpunosti finansijskih izveštaja sa parlamentarnih, predsedničkih, pokrajinskih i lokalnih izbora. Međutim, Zakon sadrži i elemente koji treba da obezbede kontrolu javnosti, pre svega kroz objavljivanje ovih izveštaja na veb-sajtu Agencije. Transparentnost – Srbija je, kao i u ranijim prilikama, tokom kampanje organizovala monitoring pojedinih rashoda izborne kampanje u Beogradu i u 20-ak gradova širom zemlje. Cilj je, između ostalog bio da uporedimo podatke koje smo prikupili sa onima koji će se naći u zvaničnim izveštajima stranaka. Pošto je Agencija u drugoj polovini juna počela da objavljuje prispele izveštaje o finansiranju kampanje u mogućnosti smo da damo prve ocene njihovog kvaliteta i verodostojnosti. Stoga ćemo na konferenciji za štampu predstaviti između ostalog:
- Sumarni prikaz prikazanih prihoda i rashoda stranaka na parlamentarnim i predsedničkim izborima
- Opštu ocenu o kvalitetu izveštaja i njihovom usklađenošću sa Zakonom i Pravilnikom, u meri u kojoj se takva ocena može dati na osnovu raspoloživih podataka, uključujući i ključne probleme koji su zajednički za sve izveštaje
- Zapažanja o izveštajima pojedinih koalicija, stranaka i grupa građana sa fokusom na parlamentarnim izborima uz poređenje sa podacima do kojih je TS došla monitoringom, tamo gde je to moguće
- Razmatranje pojedinih vidova rashoda – TV, štampa, bilbordi, veći skupovi
Osim kontrole izveštaja o finansiranju kampanje, koja je neophodna da bi građani imali poverenje da će se politički akteri boriti protiv korupcije, veoma je bitno da program nove Vlade za borbu protiv korupcije bude znatno detaljniji i sveobuhvatniji nego što je to bilo prilikom formiranja prethodnih Vlada. U tom cilju Transparentnost – Srbija je već dostavila i predstavila svoje predloge mera svim parlamentarnim strankama. Na konferenciji za štampu ćemo se osvrnuti na dosadašnji tok pregovora o formiranju Vlade u kontekstu neophodnih mera za borbu protiv korupcije.
